Installing a healthcare IT system on Martinique

SQLI assisted the ARH and GCS SIS de Martinique during the installation of an IT system that federates all the island's healthcare professionals.


Objectives: allow all healthcare providers on the island to exchange patient data
Sharing IT means and professional practices is a strategic challenge for those involved in the sector where the aim is to improve patient management and, consequently, care quality and safety.
Sqli Santé was selected by ARH and GCS SIS de Martinique to conceive and realise the Dossier Patient Partagé Régional (DPPR - regional shared patient record) and a technological platform that would allow the 15 public and private establishments and the network of health care providers on the island to consult and exchange all of a patient's medical history in security.

Our assistance: design, realise and deploy the regional health platform
As part of this vast project with over 10,000 man-days, SQLI proposed a system where the heart was based on:

  • IdeoIdentity Serveur d’Identité Patient (GMSIH and IHE-PIX recommendations compliant SIP - patient identity server);
  • An authorisation and identification system for healthcare professionals using a CPS card (IdeoSSO) and Ldap directories (professionals and establishments);
  • A secure message system (IdeoSecureMail).
  • A single access gateway – IdeoPortal – that is used to administer the platform's components and by healthcare professionals when sharing, reliably and confidentially, the unique and same patient information.

This infrastructure base is natively compatible with the DMP and the establishments' files.
The solution also includes an integrated system for managing all the processes related to healthcare delivery which is fully patient oriented.

Results: healthcare cost, quality and safety have been rationalised
The system fully meets the needs of both healthcare professionals and the ARH and GCS SIS requirements. The project was presented to users and already has their unreserved acceptance. It also represents an interesting perspective for implementing the ARS which will include, in addition to healthcare providers, those from the sanitary and medico-social sectors by 2012.
